“Cotton Hill Road is another steep area ascent.  Shallow grade at climb start soon leads to more stout and rolling climbing, passing a few houses and eventually entering thick woods in places.  Just under one mile in, you will find a short descent.  Climbing then resumes over gradually increasing slope before Cotton Hill State Forest appears on the left.  Continue to ascend for another mile over mostly solid grade before the slope eases and the listed climb ends soon after as the road flattens.  The east side of Cotton Hill Road is a less steep and well defined climb.” (This quote is provided with the approval of John Summerson from his book, The Complete Guide to Climbing (by Bike) in the Northeast, pg. 122.)
