PJAMM will ride and document this climb in 2019.  We have confirmed with several Strava members who have ridden this climb that it can be done on a road bike:

Hi, I would recommend gravel bike for this climb; this road is magic and the landscape unbelievable, with a narrow porton ( 6 meters large ) with on both side a huge gap. For road bike, I would suggest in canarias island the road to roque de los muchachos : https://www.strava.com/activities/100019042/overview  . The road is clean, gorgeous landscapes and you have a mix of fast/steep sections. Gauthier

Gauthier, Roque de los Muchachos is already on the list :) .......For the Ribeira Grande: is there much gravel on the road much of what I read is that is it fully paved though with cobblestones?

Gauthier D. fully paved with cobblestones, uncomfortable for a road/racing bike, you need a bike able to absorb/resists vibrations.
