INTRO
"The west side of Route 421 is a solid climb near the coal mining town of Harlan in southeast Kentucky that does carry some traffic at times. A short shallow section at the beginning soon leads to more stout grade as the road heads uphill on a narrow roadway. The route clings to the east side of the mountain ridge over a fairly steady grade which eases slightly toward the top and the summit is unmarked but obvious."
