La Rioja is the heart of Spanish wine country. While much of the province consists of rolling hills, the small province contains the top half of the small mountain range Sierra de Cebollera. The most well known climb in this area is Cruz de la Demanda, which has been a stage finish in the Vuelta four times, first in 1993.
